CDS DBDriver has been update with the "delete snapshot api" and direct io system channel (client and server) has been finalized

- DirectIO
	- added the skeleton for delete dataset api
	- added the skeleton for the get dataset(for a single producer id) api
- CDS DbDriver a new api has been added for the increment and decrement of the number of job
that are working on a dataset

- now the job that fill the snapshot is recognized by a code, when the operation
will be scaled on other cps this code need to be forwarded to permit, to other cps process,
to fill the snapshot
