improve batch command

Update batch command adding two requested feature:

1. wait command is not shown in command queue
2. busy flag need to be managed directly by framework
3. add to health data pack also mds time when the data pack has been received.

note(2): the command need to have a flag that need to indicate when framework need to manage the busy flag note(3): the alive condition will be check by ads using his time instead of node host one

@amichelo the auto-busy feature can be managed during installation

for install a command could be called the api installCommand like this, installCommand(BATCH_COMMAND_GET_DESCRIPTION(SinWaveCommand), true, true, false); the true boolean are:

1. default command,
2. sticky command,
3. auto-busy
