alarms now are migrated to be managed by StateVariable that can be expressed in two kind: Alarm and Warning
all old api for [set|get]Alarmxxx are be modified to[set|get]StteVariablexxxx and the first paramenter
is now a StateVariableType enum that identify if the variable is an alarm or a warning
