Create encapsulated namespace in sand_reco namespace for STT and ECAL

The purpouse of this issue is to create two encapsulated namespace inside the sand_reco namespace. The new namespaces should be stt and ecal and should group variables and function dedicated to the two subdetectors. The overall purpourse is to make the code more organized.
