option to run the fast reconstruction for only primary tracks / all tracks

usage: Reconstruct hit_file digit_file output_file [stt_mode] - stt_mode: 'stt_mode::full' (default) 'stt_mode::fast' 'stt_mode::fast_only_primaries'
