CEPH module forced to point to commit 9b9de92 in openstack/puppet-ceph. Last commit break module dependencies requiring puppetlabs-apt version >=2.x.
Protocol changed from git to https for ceph and staging modules.

Puppetfile: git protocol link moved to https protocol link; metadata: tempest module deleted to to missing use

used keepalived module from puppetforge instead of baltig and changed resource definition in manifest/profile/keepalive.pp

Added/Fixed Neutron services for server/router/client. The router works well even when we only have one NIC

Added Keystone, Glance, Cinder, Nova, Neutron API services & Added Galera/RabbitMQ to Load-Balancing.
