Draft: Add qml_combine_sims_QU

Giacomo Galloni requested to merge add_combine_sims_QU into master

Here I add qml_combine_sims_QU. This, of course, follows the philosophy of qml_combine_sims, but for polarization-only analysis.

  • Lay down the implementation
  • Test compilation
  • Eventually, test it on sims
